The Jobs Initiative Programme - Funded by FAS

The
Job Initiative (JI), is an initiative designed to provide full-time
employment for individuals who have had no regular employment
in the last five years. The initiative is specifically designed
to meet the needs of the Social Economy where valuable work remains
undone because of the lack of independent resources to employ
people. The Social Economy is that sector where the primary motivation
is not the generation of financial profit but rather the development
of the quality of life. (FAS 1999)
The pilot Jobs
Initiative (JI) Programme was established locally in May
2000 by FÁS in association with DLDC, to address the critical
long-term unemployment problems evident throughout Donegal, particularly
for the 35 years+ age categories. The programme, which is funded
by FÁS and managed by DLDC, aims to place full-time workers,
with Community and Voluntary “Sponsor Groups,” within
DLDC’s catchment area for a period of up to three years.
During this placement, DLDC structure individual progression and
personal development pathways for individuals transitioning through
the programme. The core objective is to facilitate a pathway to
full-time employment/self-employment for individuals who are currently
on the Live Register, and fulfil the eligibility criteria outlined
below.
Jobs Initiative Eligibility Criteria
- Individuals must be 35 years of age or over
- Individuals
must be on the Live Register, in receipt of UA/UB or Lone Parents
Allowance for 5 years or more
- Periods of
Community Employment or recognised Training Courses can contribute
to the qualifying period
- Individuals
can transfer from a CE Scheme to the Jobs Initiative. If the
CE scheme is operating for longer than 6 months the position
vacated on the CE Scheme cannot be filled
- All adult
dependents of eligible persons on the Live Register will be
allowed to swap their entitlements for participation in the
programme
- A cumulative
period of employment of up to 25 weeks in the last five years
will be allowed as contributing towards the qualifying period.
After the three year work placement it is hoped that
- the sponsor
group will be in a position to offer their worker full-time
employment with the group;
- the experience
and training clients received on the JI programme will enable
them to secure full-time private sector employment;
- the experience and training clients received on the JI programme will enable them to set-up their own business.
